I know it feels like a cop out to use the merchants, but truthfully buying Leather from Merchants at 150 gold each is just straight up the easiest and most consistent way.

There's a merchant hanging around the Small Settlement Waypoint (76, -486 Coords for the waypoint). He's on the "ground floor" of the village at the northern side. He's wearing red, inside a shack.

Other "natural" ways to get Leather

In the early game, if you don't have access to the village, you can get Leather from Foxparks (Kill, Capture, or Butcher). There are a few other early game pals that drop leather in the area around the tower such as Fuack, Vixy, Rushoar, and Direhowl - all drop Leather the same way. There are also other more powerful Pals in the early areas that drop Leather like Melpaca and Eikthyrdeer - but they're not "practical" for early game sources of Leather.

Aside from that, you'll amass Leather just trying to level up, and chasing Capture Bonuses. Even if you're not looking for it, you should be getting quite a bit of Leather by just playing Palworld straight up. Many mid level and some high levels Pals drop it too.

I must say though, if you need alot of it "right now", then the good 'old merchant is your best bet.
