Note that all races in BG3 gain a +2 and +1 bonus to ANY two Ability Points ("stats") during character creation or while respeccing. And most, if not all racially tied stat bonuses are not present.
Halfling Race Basic Information
Here's a summary of the basic racial "traits" of Halfling in BG3.
Race Features:
Base Racial Speed: 7.5m per turn. Other races usually get 9.
Lucky: When you roll a 1 for an Attack Roll, Ability Check, or Saving Throw, you can reroll and must use the new roll.
Brave: You have Advantage on Saving Throws against being Frightened.
Halfling has NO Race Actions or Race Cantrips.

Which Halfling Subrace is best?
Inevitably this question will always come up! The "best" Subrace for Halfling is is Lightfoot Halfling. Why? Of course, this only applies to any character who wants Stealth. Otherwise, if Stealth is useless to you, choose Strongheart.
This depends on your goals, of course, but If I had to recommend one, this would be it.
Best Classes for Halfling in BG3?
Usually this doesn't have a clear answer, but the best classes for Halfling (specifically Lightfoot) are Rogues or any character that wants stealth. If you aren't going for stealth, there may be better race choices out there.
Note that there's no right or wrong answer here, haha. There's always a crazy build out there, flavor or RP, or a plethora of other reasons to choose Halfling over another with any combination!
BG3's implementation of Naturally Stealthy is a little more universal than 5E, I suppose. In 5E it relates to hiding ability against larger creatures.
Strongheart Halflings are just a rename of "Stout" Halflings. Both subraces lose their bonus stat (CHA and CON respectively), which is again, a slight mark against Halflings in BG3 against 5E.

It's almost exactly the same, except lacking a +2 in DEX which is a "nerf" to Halflings in BG3 since all races get bonus stats. They don't have the moving through larger creatures trait, though which isn't a big deal.
