Heartseeker is an Active skill for the Rogue class, in the Basic category. it has the following effects: (simplified) Fires a seeking arrow which gives a stacking increase to your Critical Strike Chance on that target.

Primary Heartseeker: Heartseeker ricochets to another enemy. It deals less damage to the 2nd target..
Fundamental Heartseeker: Heartseeked also grants a stacking increase to your Critical Strike Damage on that target..
