Overflowing Energy | D4 Sorcerer Key Passive

Overflowing Energy is a Sorcerer Key Passive with the following effect (simplified):
Crackling Energy hits 1 additional enemy. Each time Crackling Energy hits an enemy, your SHock Skill Cooldowns are reduced by 0.1s, increased to 0.25s against Elites.

Once you select Overflowing Energy as your Key Passive, you can't select any other Sorcerer Key Passive. They're considered to be very important parts of your build, so it merits quite a bit of possible discussion.
